Principal Housing Enforcement Officer

A local authority requires a qualified Principal Housing Enforcement Officer to lead their private sector housing enforcement team and support their Team Manager in development and operational management. This role aims to improve the quality, safety, and choice of residential accommodation in the borough through professional interventions, including education, support, and enforcement against non-compliant landlords.

This is a temporary assignment for 3 months initially with strong potential to extend.

Key Responsibilities

  • Manage a team of up to 12 staff, focusing on property standards, tenancy sustainment, and empty homes.
  • Ensure health and safety standards in private sector housing are met using legal powers.
  • Provide expert guidance to the team and ensure service provisions meet legislative and council policies.
  • Promote community development and engage with landlords, residents, and other stakeholders.
  • Address vulnerability and safeguarding issues and utilize enforcement powers for legal actions.
  • Oversee health and safety compliance, staff training, development, and supervision.
  • Ensure confidentiality, data protection, and continuous self-development.
  • Deliver services that are fair, accessible, and promote the Customer First proposition across the Council.
  • Encourage teamwork and innovation among staff, helping them reach their full potential.
  • Ensure compliance with legislation, council policies, and best value ethos.
  • Promote high-quality services, equalities, diversity, health, and safety.
  • Maintain confidentiality and participate in continuous self-development.

Skills and Experience

  • Hold a relevant degree and qualifications, including the Housing Health and Safety Rating System (HHSRS).
  • Extensive knowledge of enforcement powers under the Housing Act 2004.
  • Proven experience in managing a team and enforcing housing standards.
  • Effective communication skills and ability to manage legal case files.
  • Understanding of equalities and diversity in service delivery.
  • Commitment to service improvement and working collaboratively.
  • Ability to drive is essential.
