Principal Officer - Development

Reed are supporting a Greater Manchester Council with their recruitment to a Principal Officer position.
These are exciting times for the delivery of new affordable housing within the Council's borough, with ambitious plans already progressing. 300 new homes have been completed to-date and a committed development programme of over 300 homes in the next 3-years.
The Council are looking for an exceptional individual to help deliver these housing projects, ranging from small-scale redevelopments to large-scale mixed tenure housing developments.
Day to Day of the role:
- Identify new development opportunities and conduct feasibility studies and option appraisals for housing development projects.
- Prepare and submit funding applications to support housing development projects.
- Establish project programmes, prepare and maintain project plans, ensuring projects are completed within budget, to agreed timescales, and risks are effectively managed.
- Commission and manage consultants and contractors.
- Represent the organisation at site/construction and stakeholder meetings, maintaining good working relationships with local councillors, planning officers, and funders such as Homes England.
- Ensure that housing projects support the City Mayor's priorities and embed social value into contracts.
Required Skills & Qualifications:
- Proven experience in managing housing development projects, ideally via the public sector.
- Ability to identify and assess development opportunities and experience in assembling and managing sites for development.
- Skilled in preparing funding applications and developing project budgets.
- Knowledge of CDM regulations and client obligations.
- Strong stakeholder management skills.
