Task required for the DevOps team to effectively develop and deploy CI/CD pipelines belongs to the BDD platform in AWS cloud. Both infrastructure (Terraform and K8S CI/CD) will be in scope for this team. Once all the CI/CD aspects are built and proven to be working engineering team will take over the responsibilities.
