Job Title: Programme Manager Duration: December 2024 Location: 8 Cork Street, London Pay Rate: Umbrella: £847.65 – Inside IR35

Role Purpose:

Our client is a Programme Manager who shall be responsible for the leadership of a team project managers, business analysts and contingent project resources across multiple locations. The role will also be responsible for execution in the Regulatory Excellence programme through a range of methodologies as well as having holistic oversight of the relevant DAO product development roadmaps and the adoption plans.

The initial assignment will be on the Regulatory Excellence programme where the role holder will focus on Regulatory Reporting deployment / enhancements.

Key Accountabilities:

  • Owning delivery execution within the Regulatory Excellence programme as well as having holistic oversight of the product development roadmap and the adoption plans
  • Accountable for programme delivery strategy and approach across a series of capabilities / projects or component activities, building stakeholder buy-in around plans, commitments and changes
  • Accountable for programme reporting, governance and benefits realisation / OKR management to all relevant stakeholders / committees in accordance with Change Framework
  • Leading Project Managers / Scrum Masters / PMOs on a high-profile global delivery to ensure commitments are met across budget / benefits / schedule / scope
  • Proactively partnering with Product and SMEs in the annual planning and forecasting process
  • Accountable for the intake of all new work and the evaluation of new change requirements, facilitating integrated triage to identify requirements, scope and budget
  • Drive stakeholder discussions related to delivery strategy, scope, capabilities and budget
  • Owning and managing resource plans with Project Managers / Scrum Masters, producing/overseeing indicative pricing and detailed budgets that match a description of deliverables and actual work effort
  • Serving as an escalation point to manage risks, issues and dependencies. Provide solutions-oriented consultation to integrated team leads, proactively controlling scope and the change control process, and collaborating with stakeholders to strategically identify and implement solutions
  • Manage negotiations and oversee the management and service agreement monitoring of TP contracts
  • Using approved change management tools e.g. JIRA and Confluence, to establish delivery dashboards and reports to ensure financial health, live deliverables and performance against KPIs / OKRs
  • Partnering with other global Programme Managers and Programme Office to implement the approved DAO vision for delivery management and contribute to the future evolution of the discipline
  • Establish effective controls, procedures and quality assurance processes to promote consistency of outputs across all deliverables in line with the Change Framework and Risk and Controls framework
  • Managing and mentoring Project Management / Scrum team members, including resolving escalations, setting and managing performance goals, coaching individual career growth paths and balancing workloads

Knowledge & Experience:

  • Exceptional understanding of Data in context of Regulatory reporting
  • Excellent knowledge of financial institutions / financial services, in particular
  • Extensive programme management / delivery lead skills and experience of managing large and complex global deliveries in a change environment is paramount. Minimum 10 years of experience in Programme Manager / Delivery Lead role
  • Ability to develop capability in change teams through coaching and training delivery
  • Ability to lead and motivate high performing global teams in multiple locations
  • Strong stakeholder management experience from Exco / Managing Director level to analysts, specialising in impactful communication
  • Exceptional ability to think strategically, manage complexity, balance significant change and multiple key priorities
  • Proven delivery of on time and on budget programmes that achieve business case stated outcomes with strong attention to detail and a solution oriented approach
  • Experience in applying Agile methodology in programme and product development
  • Impeccable written, verbal and presentation skills. Exposure and success working within a global matrix organization model
  • Agile certification(s) give advantage (e.g. SAFe)
  • Proficient in spoken and written English (remove depending on location of hire)
