Head Of Service (Locality And Mental Health Lead)

Positive Employment is currently recruiting for a Head Of Service (Mental Health and Locality Services) for our client a local government organisation based in Bristol.

The successful candidate will ensure the effective and efficient delivery of all aspects of adult social care services in a complex and demanding legal and social environment. Delivering a breadth of support to older and disabled people, people with mental ill health, dementia and their carers.

Provide strategic leadership on all aspects of Adult Social Care, allocating human and financial resources to priority activities and leading on the integration of services.

Lead on Mental Health Act Services including supply of warranted Approved Mental Health Professionals, including S117, Mental Health services performance and lead on relationships with mental health providers. Provide technical and specialist leadership and advice on all aspects of adult mental health policy and practice.

This is a 6 month starting contract with the possibility to extend. Hybrid working available - 2-3 days a week in the office.

Duties and Responsibilities but not limited to:

  • Ensure that the statutory rights of vulnerable people are met. This will include the Care Act (2014), Carers Act, Mental Capacity Act and other relevant social care legislation. To ensure

the wellbeing of vulnerable adults and their carers and support strengths-based approach to achieve best outcomes, in particular that people are treated with respect and dignity, ensuring that people are safe from abuse, neglect, violence and exploitation.

  • Deliver adult social care services within the approved budget, demonstrating a strong 'grip' of financial and operational activity, system capacity, resource use and system flow.
  • Strong delivery and compliance with multi agency strategic, governance and commissioning arrangements in support of the achievement of excellent outcomes for vulnerable people and their families.
  • Deploy adequate resources available to provide a risk assessed and proportionate response on a day-to-day basis to urgent, emergency or unplanned need. Ensure there are sufficient resources available to provide the Approved Mental Health Professional service and that the arrangements in place to provide this service out of hours are robust.
  • Develop and lead, with colleagues from the NHS acute and primary care services, the joint safe and timely pathway for older people and those with long term conditions, reducing hospital admissions, preventing delays and ensuring positive long term outcomes for people.
  • Provide professional and technical advice and guidance on all aspects of adult social care policy and practice to the Senior Leadership team, Lead members and Council Scrutiny when required.
  • Responsible for the development and warranting on Approved Mental Health Professionals and assuring compliance and standards in the AMHP cadre.

Personal Requirements:

  • Qualified to graduate and/or full professional level or equivalent experience through Accredited Prior Learning (Social Work, Nursing or other allied profession) and evidence of professional development.
  • Extensive knowledge of Health and Social Care legislation, including the Care Act and the Mental Capacity Act and their application.
  • Extensive knowledge and application of the Mental Health Act and associated Mental Health policy and strategic context.
  • Ability to deliver all adult social care services within the approved budget, demonstrating a strong 'grip' of financial and operational activity, system capacity, resource use and system flow.
  • Relevant post qualifying awards or Management qualifications (Desirable).

Working Hours: 09:00am - 17:00pm, Monday - Friday

Pay: £650.00 per day
