Overview

We are seeking an accomplished Target Operating Model Director to join North West Anglia NHS Foundation Trust (NWAFT) and lead the development of the Target Operating Model (TOM) for the £900M Hinchingbrooke Hospital Redevelopment Programme. This is a unique opportunity to shape the future of healthcare delivery in Cambridgeshire by working on a project that is integral to the New Hospital Programme (NHP), an initiative transforming 40 hospitals across the UK. The TOM Director will ensure the hospital's new infrastructure is designed and aligned with NHS Hospital 2.0 standards, sustainability targets, and the Trust's long-term strategic vision.

As the TOM Director, you will be responsible for creating an innovative, patient-centred hospital model that meets both clinical and operational needs. You will collaborate with key stakeholders, including Trust clinical leads, local authorities, and national NHS bodies, ensuring a seamless transition to the future operating model while addressing complex challenges and interdependencies within the programme.

**Key Responsibilities

  • Lead the development of a Target Operating Model for the new Hinchingbrooke Hospital, ensuring alignment with NHP standards, NHS sustainability goals, and the Trust's clinical and operational strategies.
  • Oversee the integration of clinical services with the new hospital infrastructure, ensuring seamless collaboration between clinical, operational, and corporate teams.
  • Develop and implement programme success criteria, monitoring progress and ensuring business case benefits and outcomes are met within time, cost, and quality constraints.
  • Build and maintain strong relationships with internal and external stakeholders, including NHS England, local healthcare partners, and national NHP bodies, to drive the programme forward.
  • Lead on the identification and delivery of critical success factors for the overall programme, engaging in research, innovation, and best practice to inform project delivery.
  • Support the Deputy Programme Director in overseeing the multi-year programme, tracking benefits realisation and aligning with broader organisational priorities.
  • Who We're Looking For
  • We are seeking a dynamic and experienced programme leader with a deep understanding of strategic healthcare transformation, particularly in the context of large-scale capital development projects like the New Hospital Programme. The successful candidate will bring proven leadership skills and the ability to manage complex stakeholder relationships, while aligning operational solutions to key strategic goals such as NHS sustainability targets and RAAC programme objectives.
  • Key Requirements:
  • Educated to master's level in a relevant subject or equivalent experience at a senior leadership level in a comparable role, such as Target Operating Model Director.
  • Demonstrated commitment to continuing professional development with up-to-date knowledge of major national programmes such as the New Hospital Programme and the RAAC programme.
  • Extensive experience managing large and complex projects, particularly in the healthcare or public sector, with a track record of delivering successful transformation initiatives.
  • Strong ability to engage and manage a wide range of stakeholders, ensuring collaborative, co-designed solutions are developed and implemented.
