Location: Hammersmith & Fulham Borough

Assignment duration: 3-6 months (potential to extend)

Remote working with 1 day in the office per month.

About the Role

Wanted a Governance & Procurement Officer for a London Borough Council. In this temporary full-time role, you'll be instrumental in managing large-scale procurement projects, ensuring best value for money, and upholding top-tier contract management standards. We're looking for a dedicated, experienced candidate to help drive initiatives forward, implement strong contract monitoring processes, create/review KPIs and metrics, and monitor using Power BI..

Key Responsibilities:

Apply best practices throughout procurement stages: strategy, tender evaluation, moderation, and award.

Draft necessary procurement documents (e.g., business cases, procurement strategies, OJEU notices, ITT documentation, feedback letters).

Promote high standards of contract management, ensuring appropriate records/audit trails are maintained.

Ensure proper recording of contract and financial information on the Council's systems (Capital Esourcing and MS Teams).

Overview

  • Plan and execute procurement exercises on the Council's procurement portal.
  • Ensure compliance with statutory and OJEU requirements.
  • Plan and assist in tender evaluation and moderation, designing tools and templates for consistent scoring and feedback.
  • Train managers on robust, objective tender evaluations.
  • Draft documents for commissioning and procurement exercises, involving data analysis and collaboration with colleagues and legal teams.
  • Implement systems for monitoring and accountability, ensuring accurate contract and financial records.
  • Support contract managers in establishing performance measurement systems.
  • Promote awareness and implementation of the Council's Social Value policies.
  • Advise on and review tender documents for Social Value commitments.
  • Liaise with contractors to support Social Value integration and performance.
  • Conduct mini-competitions on new frameworks.
  • Propose practical procurement solutions for complex service requirements.
  • Build relationships with service managers to improve contract management and commercial control.
  • Enhance visibility and utilization of commercial data for decision-making and service improvement.

Your Knowledge & Skills:

  • Best practice in commissioning, procurement, and contract management, particularly in the public sector.
  • MCIPS qualification or working towards it.
