Job Summary

You will be one of 5 Property Partners whose purpose is to form a strategic link between Property and Lead Officers representing Services using assets for service delivery. You will adopt a lead role in advising on all aspects of property asset management to maximise property performance through rationalisation and cost reduction while facilitating / maintaining service delivery in the most cost-effective manner.

You will work alongside the Asset Strategy Manager and with strategic service leads to develop service asset management plans ensuring that requirements and solutions for property assets and services are considered in a corporate context by translating strategic objectives into property solutions.

In fulfilling the requirements of your role you will be also expected to negotiate and implement land and property related transactions and to provide professional advice on all aspects of property use and occupation. Your specific service responsibilities will be to the Housing and Landlord Services Team.

Must have

  • Knowledge of estate management and knowledge of managing a varied non-residential portfolio. Also providing property support to Housing Delivery project teams which include non-residential elements so experience of valuation, negotiation and marketing.
  • Ideally - Chartered General Practice Surveyor

Areas of focus

  • Local Land Registry queries
  • Housing Act "Right to Buy" valuations (Statutory and time of essence - 0n average about 200 to 300 valuations per annum)
  • Asset valuations – (Statutory and time of essence)
  • Estate Management Shops – commercial letting arrangements (HRA commercial units)
  • HRA Non – Residential and Non – Retail Assets
  • Supporting Housing development projects
  • Leased HRA homes
  • Leasehold Management Team – management of the lease and return of the property with vacant possession at the end of the lease.
  • Asset Management Team – inspection to survey condition, and check compliance, etc.

Specification

  • A property related qualification and experience of providing pro - active property management in a large organisation.
  • Excellent negotiation and advocacy skills with ability to deliver professional advice to a wide range of service disciplines and to negotiate and complete a range of property transactions
  • The ability to think about issues strategically, plan solutions and convert that thinking and planning into effective action.
  • The interpersonal skills necessary to gain the confidence and commitment of stakeholders and potential partners to work co-operatively to enhance the city and its communities
  • Previous experience in representing an employer in a legal and/or public setting
  • The ability to work closely across the public sector to deliver multi – organisation solutions
  • The ability to understand the wider needs of the business and the operation of the regional economy and property market including an appreciation of the opportunities which can be derived from developing and maintaining relationships with other public sector property occupiers.
  • Able to demonstrate knowledge and/or experience of equality and diversity issues.
  • Evidence of applying innovative and analytical approaches to solving complex and challenging problems.
