  • Salary Range: £45,385 - £51,070 (starting salary dependent on experience)
  • Location: Highbury Campus with travel to other campuses
  • Work Pattern: 37 hours per week, 52 weeks per year
  • Contract Type: Full-Time, Maternity Cover until September 2025

City of Portsmouth College (COPC) is looking for an HR Systems and Compliance Manager to join our team on a fixed-term basis to cover maternity leave. This role is pivotal in supporting the growth and development of our students, ensuring that our HR systems and compliance measures are robust and effective.

Day to Day of the role:

  • Lead the HR Operations team in delivering the People Strategy, ensuring compliance with all legislation and best practices around recruitment, onboarding, payroll entry, and contractual obligations.
  • Oversee the day-to-day running and development of HR-related systems, providing regular and ad hoc data to managers and employees across the College.
  • Ensure HR systems are effectively maintained with accurate data and information, stored, retained, and managed securely in accordance with College policies and procedures.
  • Maintain oversight of recruitment and onboarding activities, including the recruitment sign-off process, contracts of employment, and the Single Central Record (SCR).
  • Oversee starters, leavers, and contract variations for payroll processing and monthly payroll sign-off.
  • Update establishment documentation to ensure Senior Management Team has access to accurate data.
  • Lead system upgrades and implementation projects, ensuring timely completion and adoption.
  • Support the process of post and structure creation and change, monitoring and reporting to maintain high levels of data quality within the establishment.
  • Conduct regular data audits and create action plans with key stakeholders to address any issues.

Required Skills & Qualifications:

  • Previous experience of maintaining an HR and Payroll system is essential.
  • Experience with Zellis is beneficial but not essential.
  • Strong understanding of KCSIE, legislation, and the adoption of policy and procedure.
  • Proven ability to lead and manage an HR Operations team.
  • Excellent organisational skills and attention to detail.
  • Strong communication and data management skills.
