Rate: Umbrella CIS £350 per day

Overview:

Join a forward-thinking council committed to maintaining and enhancing our housing stock. We are seeking a dedicated Building Surveyor to join our dynamic Repairs Client Team. This role offers a unique opportunity to ensure the quality and safety of housing within our community, contributing to continuous improvement and compliance with the latest housing regulations.

Role Purpose:

The Building Surveyor will be integral to the execution and oversight of various repair and maintenance projects. These projects include disrepair work, refurbishment, void works, complex repairs, and damp and mold remediation. The surveyor will ensure compliance with key housing legislation and contribute to the strategic development and execution of maintenance plans.

Key Responsibilities:

  1. Service Delivery:
  • Oversee and ensure the delivery of disrepair work, refurbishment, void works, complex repairs, day-to-day repairs, and damp and mold works.

  • Conduct pre, mid, and post inspections for all repair and maintenance projects.

  • Manage repair and maintenance requirements for a portfolio of approximately 17,000 homes, including structural, fabric, internal, and communal areas.

  1. Collaboration and Improvement:
  • Work closely with the AD Director of Repairs, Strategic Head of Housing Repairs, and other managers to develop effective inspection systems.

  • Collaborate with housing services colleagues to enhance quality and customer satisfaction.

  • Support and manage the deployment of resources within the Property Services Division to adapt to workload fluctuations.

  1. Leadership and Development:
  • Assist in leading and developing a team of technical staff, fostering a high-performance culture.

  • Provide technical support and ensure compliance with contractual and health and safety requirements.

  • Lead planned strategic projects and contribute to the council's objectives and priorities.

  1. Contractor Relationships:
  • Manage projects ensuring contractors apply appropriate project management techniques.

  • Develop systems for quality control of repairs in residents' homes and communal areas.

  • Lead on the diagnosis of building defects and the specification of works.

  1. Repairs and Maintenance:
  • Oversee the proactive inspection and maintenance of the council's housing stock.

  • Develop and manage cyclical maintenance programs to ensure buildings are properly maintained and resources are used effectively.

  • Ensure high standards in repairs carried out in residents' homes.

  1. Complaints and Compliance:
  • Manage and resolve complaints effectively.

  • Ensure compliance with health and safety regulations and council policies.

  • Keep abreast of technical and statutory changes affecting housing stock maintenance.

  1. Partnership and Resident Liaison:
  • Conduct joint inspections with service providers and maintain effective working relationships.

  • Liaise with residents and other council teams on complex works and disrepair cases.

  • Provide clear communication and updates to residents on repair works.

Essential Qualifications and Skills:

  • Proven experience in building surveying and maintenance.
  • Strong knowledge of housing legislation, including the Homes (Fitness for Human Habitation) Act 2018, the Building Safety Act 2022, and the Social Housing Regulation Act 2023.
  • Excellent project management skills.
  • Ability to lead and develop a team.
  • Strong communication and collaboration skills.
