£45k+ Per Annum - Experience Dependent Bexley International CPC Essential

To manage, direct and monitor the transport operation of the Bexley Street Services Contract. Responsible for the overall performance and compliance of the transport operation required to deliver the Contract, including ensuring the maintenance of all vehicles in line with Agreements and all fleet compliance matters

Duties and responsibilities:

Ensure that all front-line vehicles required to deliver the services under the Contract are safe and fully compliant and available for deployment daily through the efficient and timely management of all 3rd party repairs & maintenance/service contracts entered in relation to the Bexley Street Services fleet of vehicles and equipment (e.g. mechanical sweepers etc)

  • Management of all O Licence compliance issues
  • Monitoring of OCRS scores and encounter reports
  • Rectifying and acting on all non-compliance issues
  • Organising, attending and delivering outcomes from any VOSA inspections
  • Ensuring drivers are scheduled and operating in compliance with Domestic Driving Rules 2
  • Regular checks carried out on drivers' log books
  • Providing warnings of any driving infringements to drivers and managing updates in training as required
  • Ensuring that all motor accidents are reported strictly in accordance with the Company's procedures for timely notification of claims, oversee the production of accurate and timely accident reports by supervisors to include all available supporting evidence (e.g. CCTV, witness statements, photos, plans/drawings) and to consider/implement any consequential or improvement measures arising from such accidents
  • Ensure all relevant fleet compliance issues are addressed in relation to Contract vehicles and drivers including the checking of vocational driving licences every 6 months
  • Ensure and oversee that an effective vehicle defect reporting system is in place and that drivers conduct their daily walk round checks are completed, notified to the relevant 3rd party service partner and closed out by them in a timely manner and in accordance with the relevant R&M agreement in place
  • Ensure all Planned Preventative Maintenance is completed in line with all scheduled statutory and manufacturer's recommended requirements, liaising with the relevant departments and/or 3rd party contractors when necessary
  • Monitor external maintenance contracts and visit workshops regularly
  • Ensure vehicles are presented for PMI's and MOTs on the correct dates
  • Ensure that all staff are fully trained, arranging refresher training as required, particularly in terms of driver CPC requirements
  • Regular and effective liaison with the Contract Manager and Head of Regional Operations to ensure:

o Timely reporting of all Fleet Compliance matters as required under the Contract

o Timely advice on the planning of the Fleet replacement programme by having a detailed knowledge of trends in Refuse Collection Vehicle technology and developments in other vehicles and items of plant required to deliver similar Street Services

o Management of 3rd party vehicle lease/hire arrangements, to ensure contractual terms and obligations are fulfilled in a timely manner.

  • Oversee fuel management systems for the Fleet including ordering, security and consumption controls in accordance with Company policy.
  • Ensure that the Company's Safety, Health, Environmental and Quality (SHEQ) system is complied with in relation to operations to ensure retention of all ISO certification
  • To assist with the development, and where relevant, the implementation of contingency plans where risks or threats have been identified
  • Lead and manage the implementation of all compliance issues relating to the Contract fleet including managing and overseeing the role of Transport Co-ordinator
  • Ensure that all staff understand and have regard to their duty to take care for their own health and safety and that of others who may affected by their actions at work
  • Ensure that staff co-operate, report unsafe conditions and comply with the Company management systems and safe systems of work as well as colleagues to help everyone meet their legal requirements

Experience/ Skills required:

  • Fleet Manager CPC - International
  • Relevant H&S qualification
  • High levels of system knowledge to include: Microsoft Office, particularly outlook and Excel
  • Previous experience in managing a transport operation of at least 50 vehicles
  • Experience of team building and leadership
  • Understanding of budgetary requirements
  • Proven experience in dealing with employee relations issues
  • Proven experience in managing 3rd party contractors
