Principal Engineer

Principal Engineer required to provide a CAT III check for all the proposed structures at Sappers/RSPB LUF projects.

We are looking for an experienced Engineer to work in our small and friendly team here in Conwy to lead on some exciting projects in the local area.

The role will have a base in our modern Coed Pella Offices but has flexibility to travel in the County and work in a hybrid manner and from home.

Job Purpose:

Responsible for planning and organising the team to carry out and record high quality inspections/structural assessments at set intervals in the following areas:

Subways, Bridges/Culverts*Tramway * Retaining Walls * Watercourses and Critical Gullies on County Roads * Coastal Defence Structures * Maritime Structures * Public Safety Along the Coast * Playgrounds * Buildings, Depots and Public Conveniences * Mechanical and Electrical Infrastructure within Buildings * Building and Depot Health & Safety * Pump Stations and Sewage Treatment

The post holder will also be responsible for the delivery of the group's capital and revenue programme for structural maintenance and repairs including highway gully maintenance activities.

**Duties and Responsibilities - Job Specific

Support the Flood Risk and Infrastructure Manager to develop operational plans to achieve agreed service objectives, delivering continual improvement within the available budget.

Ensure that all inspection and maintenance activities are delivered on time, within budget and to the specified quality.

Lead the Asset Inspection, Structural Maintenance and Gully Maintenance teams, developing and motivating staff.

Take the specialist/professional lead responsibility for providing a full inspection & maintenance delivery service

Manage the financial viability of the Inspections and Maintenance teams.

Procure all necessary contractual arrangements for the effective delivery of inspection & maintenance activities.

Development & optimisation of inspection and maintenance regimes.

Communicate the Council's policies and service standards effectively with residents and community groups.

Ensure that comprehensive data and records relating to inspections & maintenance activities is maintained.

Produce and present reports to committees, members, task and finish groups, senior managers and staff at all levels in an effective and well-communicated manner.

Advise and support the Flood Risk and Infrastructure Manager in developing plans, policies and procedures to deliver appropriate services to support the department's objectives and promote and develop a high quality inspection regime process.

Support in the effective overall running of the Flood Risk & Infrastructure Group as a senior officer within the group.

Participate in the department's contribution to ensuring an effective response to environmental emergencies using skills/expertise relevant to the functions of the post and in accordance with Council emergency procedures.

Ensure the development and implementation of effective health & safety and risk management systems within the group in accordance with statutory standards, Council policy and Departmental Standards.

Requirements

Degree standard qualification or equivalent in an appropriate discipline.

Professional qualification (or working towards) in a relevant discipline such as a Chartered Civil or Structural Engineer.

Experience of successfully managing multiple projects concurrently.

Prince 2 Registered Practitioner.

  • be a credible and convincing advocate of the Council.

High level of intelligence, excelling at problem solving.

Experience of delivering high quality performance management and financial control.

Work programming to achieve deadlines within resources.

Ability to translate vision and policy into practical action.

Ability to analyse statistical and financial information and reason with written information and numerical data in order to draw logical conclusions.

Experience of successfully developing and implementing strategic objectives using performance management techniques.

A good working knowledge of current relevant legislation, government strategy documents and consultation papers.

Ability to prepare high quality written work and complex reports.
