JV PROCUREMENT MANAGER (PAYE CONTRACT ROLE INITIALLY)

This role is being offered on an initial 6 month PAYE contract which will then move to staff.

POSITION SUMMARY:
The EV-JV is a nascent business with numerous goods and services contracts put in place in order to support existing Hub development across the UK and Ireland. With 300 hubs planned over the next 5 years, levels of expenditure will exceed £450M.
The role of the Procurement Manager is to provide centralized purchasing function and electricity sourcing guidelines to the business. Reporting to the Commercial Director, the role will provide a purchasing plan along with the practical skills to enable the plan to be executed. The role will also support the formulation of a short, medium, and long-term strategy, leveraging all the market tools available to ensure value for money is high on the agenda, closely followed by HSE compliance and quality products and services, as well as any innovative solutions (PPA- Power Purchasing Agreement).
It is essential that the Procurement Manager will develop understanding of the requirements of the business and initiate strong working relationships with those involved in the purchasing of equipment, services and electricity supply, for example with those colleagues in the Development, Delivery, Operations, Finance and Commercial teams. This will ensure that all purchases are appropriate, compliant and optimized in terms of cost-effectiveness and service provision.
The role will require regular attendance in the London / Reading head office but will be primarily home based.

MAIN ACTIVITIES:
Development of the purchasing strategy for all goods and services within the EV JV business.
Delivery of the electricity supply strategy defined by the Commercial Director.
Planning the procurement agenda and preparing and managing the procurement plan, via associated tender processes.
Leading the contractual negotiations with key strategic suppliers on NDA's, T&C's, framework agreements and engineering / construction contracts.
Producing monthly analytical supply chain reports to identify trends and feedback this information to the management team.
Developing an understanding of the UK power market and providing qualitative and quantitative reporting to the management team.
Validating all purchases made are compliant with Company Rules.
Overseeing Cost Management initiatives across the business.
Support the development of policies & procedures for the purchasing and supply activities.
Identifying areas for purchasing efficiencies and implementing measures to find synergies and cost-savings.
Evaluating supplier performance and relationships and taking the lead on supplier audits.

SPECIFIC REQUIREMENTS:
Previous experience working within a procurement environment would be preferred.
Purchasing qualifications (CIPS L3) or similar.
A strong mechanical / electrical engineering knowledge.
A business administration related degree.
Experience in some commodity trading (crude, refined products, electricity, banking products such as swap, forex, etc) would be a plus.
Experience of commercial interaction - including negotiation, contract, and supplier management.
Experience of business basics; budgeting, financial evaluation and strategic planning, contract.
Knowledge of supply and engineering / construction contracts.
Strong communicator, both verbal & written, at all levels of the business.
Highly organised and attentive to detail with good planning skills, able to work under pressure to meet targets and deadlines whilst maintaining accuracy.
