The Street Work's Team Manager is responsible for the management and coordination of Streetworks related to telecom infrastructure projects across the UK. This role ensures that all activities conducted on public highways and footpaths comply with the UK's regulatory frameworks, including the New Roads and Street Works Act (NRSWA) and Traffic Management Act (TMA). The Streetworks Manager collaborates closely with clients, local authorities, contractors, and internal teams to deliver projects on time, within budget, while maintaining high standards of safety and compliance.

What You'll Do:

  • Develop strong working relationships with the client, internal teams, contractors, and the local authority.
  • Plan, schedule, and manage Streetworks activities, including excavation, reinstatement, and installation of telecom infrastructure.
  • Obtain all necessary permits and approvals from local authorities, ensuring compliance with NRSWA and TMA requirements.
  • Ensure traffic management plans are in place and approved to minimise disruption and maintain public safety.
  • Lead a team of Streetwork's Clerk of Works and Administrators. Ensuring that they are performing their duties from a Delivery, Quality, Health & Safety point of view.
  • Serve as the primary liaison with local councils, ensuring timely submission of notices, permits, and compliance with traffic management protocols.
  • Manage information and data flow in the required standard and quality from the Streetwork's to the Field team and client where required.
  • Lead the Streetwork's deployment to new workstreams and Local Authority areas prior to field mobilisation.
  • Work with project management team to understand upcoming pipelines and ensure project resource is correctly allocated to meet the overall programme demands.
  • Utilize data analysis provided internally and through Streetworks reporting and your technical expertise to streamline processes, improve KPIs and reduce costs.
  • Conduct regular performance reviews, provide coaching, and facilitate professional development opportunities for team members.
  • Manage workforce planning, recruitment, and onboarding processes to ensure the team is adequately staffed and skilled.
  • Identify opportunities for process optimization to improve delivery and efficiency.
  • Collaborate with operations and HSEQ teams to understand field requirements and compliance.
  • Function as a primary point of contact for Streetwork's escalations and resolve issues promptly and effectively.
  • Communicate regularly with stakeholders to provide updates on service performance and improvement initiatives.
  • Prepare regular reports for internal stakeholders and local authorities, covering work progress, compliance status, and any issues encountered.
  • Ensure Streetwork's compliance with all relevant Contractual, HSEQ and Legal regulations.
  • Collaborate with team to conduct daily audits and assessments to ensure adherence to local authority guidelines, health and safety regulations, and NRSWA requirements.
  • Maintain comprehensive records of Streetworks activities, including permits, notices, inspections, and compliance reports for audits.

What You'll Need:

Previous management experience.

  • Previous experience in Stakeholder management, with specific focus on interfacing with Local Authorities.
  • Previous experience in a Streetwork's position and is NSWRA supervisor accredited and other relevant highway legislation.
  • Experience working with telecom infrastructure builds in the UK (e.g., fibre networks, cabling, and pole installation).
  • Managed all aspects of Streetwork's to ensure compliance and the highest levels of HSEQ.
  • Diligence and an initiative-taking approach to problem-solving.
  • Considerable experience in traffic management or road construction, with a focus on implementing and overseeing traffic management plans.
  • In-depth knowledge of the Traffic Signs Manual (Chapter 8), the New Roads and Street Works Act (NRSWA), and other relevant traffic management legislation.
  • Strong understanding of traffic management systems and the ability to interpret traffic management plans.
  • Excellent communication and coordination skills, with the ability to manage relationships with contractors, local authorities, and other stakeholders.
  • Proficiency in using Streetworks management software (e.g., StreetManager) and other project tracking tools.
  • Strong working knowledge of UK Streetworks regulations, including NRSWA, TMA, and related local authority processes.
  • Ability to work well in a team and independently.
  • Initiative-taking problem-solving abilities and diligence.
  • Excellent communication skills and a positive attitude.
