Head of Risk Management Department (Banking)

Your New Salary: up to £160k (possibly higher), depending on experience + bonus

Job Status: Permanent. Hybrid working (4 days in the office)

Head of Risk Management - What You'll be Doing:

Customer

  • Liaise with solicitors where necessary
  • Maintain interactive communication on respective risk management issues with relevant parties including business and operational managers and regulators.

Process

  • To ensure and establish proper risk management framework, policies, guidelines, processes and controls within the branch in relation to identify and manage risks, and comply with the regulatory requirements of respective overseas branch and HQ, and international standards, where applicable;
  • To manage the risk management functions of UK office and provide necessary resources and support during their execution of the approved business plans and strategies;
  • To independently review risk report submission by UK office to ensure assurance and significant risk issues are addressed;
  • To review risk issues identified by Risk Owners and promptly report any significant incidents/irregularities, risk and non-compliance issues to management committees, and relevant updates on local regulatory requirements on risk management, where applicable, to GCRO, key management personnel/ senior managers/country managers/ delegated managers under Risk Management Division or any relevant parties;
  • To observe the Group's Risk Appetite and Management Action Trigger ("MAT") and continue the monitoring of the asset quality and taking proper remedial actions/strategies where appropriate;
  • To keep abreast of and understand the market practices and regulatory changes and ensure that UK office have appropriate action plans in place;
  • Evaluate and approve risk related issues according to the authorities delegated by the Management Committees;
  • Monitor the use of risk limits and ensure that quantifiable risks are within the structure of approved limits. This will include ensuring that the risk exposures of individual Risk Owner in respect of various risks are properly aggregated.
  • Lead the risk-related projects (including those initiated by the Bank Group and/or local requirements);
  • Any other roles or responsibilities stated in the individual job descriptions of the Risk Management Functions, and as assigned by GCRO and UK General Manager.
  • Assist the three specialised risk management committees (risk committees) including BCOC, ALCO and ORMC to identify, assess, monitor and control the risks including but not limited to credit, market, interest rate, liquidity and operational risks and other risks that UK office face.
  • Promote risk culture and governance.
  • Act as the contact point between Head Office RMD and UK office regarding risk management related issues, including the follow-up of comments from the relevant regulators.

People

  • Supervise Senor Risk Manager, Risk Manager, Assistant Risk Manager, Senior Risk Officer, Risk Officer, Assistant Risk Officer, Assistant Credit Analysts and Clerk;
  • Ensure on-going staff training according to requirements;
  • To ensure "fit and proper" status of RMD staff

Compliance & Risk Management

  • Comply with all applicable regulations, rules, codes, guidelines and standards set by regulators and the Bank, and carry out duties with high integrity; and
  • Adhere to all established risk control guidelines, procedures and measures to identify, assess, report, mitigate and monitor the risks involved in the day-to-day work.
  • Ensure that the firm's strategies, governance, leadership, processes, and people policies (including incentives at all levels) reflect Consumer Duty and Treat Customers Fairly ("TCF") obligations to act to deliver good outcomes for customers.

Head of Risk Management - The Skills You'll Need to Succeed:

Essential skills:

  • University graduate.
  • Extensive UK working experience in banking sector
  • High level of credit risk analysis skills
  • Computer literate (good knowledge of MS Office suite - Excel, Word, PowerPoint)
  • Experience in leading and overseeing a team / department

Desirable skills:

  • Cantonese speaking and written skills would be an advantage, but not essential
  • CeMap qualification (preferred)
  • An understanding of the current regulatory regime applicable to banking institutions
  • Background of operating and managing within a control environment and compliance with operating procedures and risk policies
  • The ability to communicate effectively with strong interpersonal and influencing skills
  • Have good judgment, sound business sense and the ability to make decisions
