The Development Manager (Integration & Transition) is required to manage enabling activity for Integration areas of the business which includes marine energy, hydrogen and whole system opportunities to support transition to net zero.

This is a maternity cover role - 14 months FTC.

Description

1. Job purpose

  • The Development Manager's role is to manage enabling activity for Integration areas of the business which includes marine energy, hydrogen and whole system opportunities to support transition to net zero.
  • Establish and maintain an understanding of the Energy Integration sector which includes marine energy (inc wave & tidal) system development, hydrogen work to enable offshore wind growth and whole system opportunities for decarbonisation of other sectors, for example, oil and gas, aquaculture, distilleries, data centres using renewable power from our estate. These enabling technologies would all support transition to net zero, opportunities for decarbonisation and the wider blue economy.
  • Industry / Stakeholder groups: Represent Crown Estate Scotland on groups to maximise Crown Estate Scotland contribution to the development of a net zero Scotland and growth of the blue economy.
  • Specific studies: coordinate with industry to identify and deliver studies to promote understanding and solutions for issues facing Crown Estate Scotland offshore wind interests

2. Main tasks

  • Manage enabling activities for Energy Integration.
  • Manage development activities including leasing and implementation of new agreements, and management of existing option agreements or leases as required.
  • Develop and maintain a view of industry position and potential, future growth opportunities, and risks and barriers to growth, to shape forward strategy for the sector and to inform future business planning, with a focus on commercial and regulatory drivers.
  • Build and maintain strong tenant relationships to ensure tenants have trust and confidence in Crown Estate Scotland;
  • Undertake industry stakeholder engagement and relationship building - with industry players and other enabling organisations, to maintain a view of market conditions, and as a platform for influencing and shaping the business environment for the Scottish Crown Estate.

3. Key responsibilities

  • Lead on relevant development phase management of E&I agreements as required by the Head of Offshore Development (Emerging Technology and Infrastructure).
  • Development Management - Carry out proactive development management functions for the allocated high value complex property agreements. (50%)
  • Business Development and Market Enabling- Take a lead role in the identification, development, and implementation of new business opportunities identified in the Corporate Plan. Define and manage the implementation of sector enabling projects. Manage internal, external or the Agent support resources as required to contribute to meeting business plan targets, and / or improve commercial and legal development management performance. (50%)
  • In addition, the role holder will support the wider Energy & Infrastructure team where required.

Profile

A successful Development Manager (Integration & Transition) should have the following knowledge, skills and experience:

  • Educated to undergraduate degree level or equivalent in a subject relevant to offshore energy or infrastructure development, construction or operations, preferably supported by a relevant postgraduate qualification and/or appropriate professional accreditation(s).
  • The post holder is expected to have in-depth knowledge and experience of the relevant sectors within the UK and beyond, including experience of regulatory and commercial aspects.
  • The post requires experience and skill in managing contracts to effectively manage Tenants agreements on behalf of the organisation. To do this, the post holder will be an effective communicator and able to understand complex legal, technical and commercial issues and how to balance those in the context of a potentially sensitive stakeholder environment.
  • Knowledge of the offshore industry, preferably including renewable energy systems, would be great to have, but not a necessity.
  • The post holder should be an experienced project manager, with appropriate knowledge and experience of leading projects through all stages of the project lifecycle. Experience of working in collaborative project environments including both internal team members and external partners to deliver mutually successful outcomes.
  • The post holder should have well developed problem-solving and analytical skills and applies them in a complex and fast changing environment.
