We are currently working with a Local Authority who are looking for the interim support of an ethusiastic and skilled Capital Senior Finance Officer until July 2025 initially.

Start: ASAP

Rate: Inside IR35

Duration: July 2025 Initially with likely extensions

Hybrid Working Arrangement: 2 day per month in the Midlands

Responsibilities:

  • Support with Capital Programme Monitoring and year end capital accounting requirements, including review and input of asset valuations; processing and checking of capital accounting transactions relating to valuations, depreciation, additions and disposals; preparation of accounting statements, notes and disclosures relating to capital accounts; co-ordination and review of capital monitoring processes
  • Manage a team of finance professionals to ensure service delivery in accordance with Financial Regulations and both Council and Service Plan priorities to lead an effective service, responsive to the needs of the service area
  • Act as lead expert in the specialised area of work, in line with service delivery requirements, understanding the impact on the stakeholders and the organisation
  • Proactively contribute to the development of the finance service area, working collaboratively to design and deliver specialist training and development that provides technical advice and ensure those who work with the information are briefed to comply with legislative, regulatory, corporate and departmental policies
  • Monitor performance and continuously review quality and effectiveness of systems and processes in order to achieve maximum efficiency and best value promoting a continual process improvement culture
  • Responsible for the preparation, planning and monitoring of the revenue/capital budgets of designated service area as required by the Senior Business Partner or Finance Manager for inclusion in the future planning of the service and the organisation
  • Prepare management information and financial reports, compiling statistics and analysing complex allocations and announcements to provide clear guidance
  • Assist in the preparation of bids for funding from external bodies and Grant claims
  • Ensure mandatory reporting requirements are met and returns are completed in a timely manner

Requirements:

  • Local Government experience essential
  • Technical knowledge and experience of complex capital accounting is essential
  • Substantial operational experience in a finance and budgetary setting of a large and complex organisation
  • Significant experience managing and motivating staff to achieve organisational objectives
  • Delivering financial services including financial advice, planning and accounting to a range of customers
