Exciting Opportunity for a Senior Procurement Manager to join Surrey Police on a temporary assignment.

PLEASE NOTE FOR THIS ROLE THE POLICE VETTING CRITERIA IS THAT YOU MUST HAVE RESIDED WITHIN THE UK CONTINUOUSLY FOR AT LEAST 5 YEARS AT THE TIME OF APPLICATION.

Are you an experienced Procurement Manager looking for an exciting new challenge? Our client, a reputable organisation in the police industry, is seeking a highly skilled Senior Procurement Manager to join their team on a temporary basis for 9 months. This is a full-time position, providing an excellent opportunity to make a significant impact in a dynamic and fast-paced environment.

As the Senior Procurement Manager, you will be responsible for overseeing all procurement activity on behalf of our client. You will play a vital role in ensuring a professional and efficient service is delivered by their Joint Procurement Service (JPS). Your key responsibilities will include:

Procuring goods, works, and services to meet the administrative and operational needs of Sussex and Surrey Police.
Providing supervision and guidance to the Procurement Officers, including setting staff direction and conducting performance appraisals.
Monitoring and prioritising the workload of the Procurement Officers to ensure optimal performance.
Accruing and assimilating records to create management information for continuous improvement and future procurement opportunities.
Developing and maintaining efficient working procedures within the Procurement Section.
Devising and preparing contract documentation for high-value and complex portfolio of goods and services.
Negotiating and establishing contracts on the most favourable terms possible, demonstrating a commitment to delivering best value.
Overseeing and managing contracts or agreements, ensuring effective communication between customers and suppliers.
Providing detailed recommendations for contract award to the Head of Procurement and Contracts, Head of Finance, and Director of Finance.
Collaborating with internal stakeholders and external partners to promote best practises in procurement.

To be successful in this role, you should have:

CIPS membership or working towards it.
A recognised graduate degree or equivalent commercial experience.
Line management experience or the potential to develop strong line management skills.
Proven experience in high-risk, high-value procurement agreements for complex works, services, and supplies.
Knowledge of European Procurement Law and implementing purchase contracts and supply agreements.
Good problem-solving and analytical skills with a keen attention to detail.
Strong communication and negotiation skills, with the ability to influence others effectively.
The ability and willingness to travel between Sussex and Surrey, attending different locations as required.
