Commissioning Officer

This role has a starting salary of £40,296 per annum, based on a 36 hour working week.

This is an 18-month fixed term contract/secondment opportunity.

About the Team

The team consists of Surrey County Council staff and Surrey Heartlands NHS staff working on joint commissioning activities. This role will have a pivotal part to play in shaping and delivering services for children and young people, especially those services delivered for Young Carers.

The Children's Integrated Commissioning Team sits within the Children, Families and Lifelong Learning Directorate and focuses on the broad health and emotional wellbeing of children, young people and families in Surrey. We aim to make a difference through service improvement, transformation and oversight of assurance and performance using a whole population approach, but seeking to understand where differences in outcomes occur. We bring together the physical and emotional health and wellbeing needs of children and young people to deliver change through an integrated commissioning function.

About the Role

The role will entail working with a broad range of health and care services to improve outcomes for Surrey's children, young people and families.

As a valued member of the team, this role will provide you with the opportunity to further develop your commissioning and project management skills within a supportive and friendly team environment.

On a day to day basis you will be involved in the following activity:

  • Supporting work on all aspects of the Commissioning cycle
  • Writing high quality reports based on complex qualitative and quantitative data to help inform change
  • Lead on contract management activities in a partnership manner to help ensure Surrey's residents are receiving high quality, safe and effective services
  • Reviewing, interpreting and advising on commissioning and contract queries in partnership with Procurement, Legal and Finance colleagues to provide pragmatic problem-solving solutions
  • Working on commissioning projects from start to finish ensuring stakeholders are communicated with in a timely way
  • Implementing new projects that are evidence based and demonstrate best practice, ensuring value for money is achieved
  • Supporting co-design and co-production activities with children, young people, families and charity organisations, to help develop and shape any future provision

The role will focus on the delivery of joint commissioning activities such as Young Carers projects as well as supporting other commissioning projects within the Team's service plan, working with our partners across the health and social care landscape. The needs of Children and Young People will need to be at the heart of all of your work.

Shortlisting Criteria

We are looking for someone who can demonstrate that they are able to develop relationships and networks to work effectively to implement change. You will have experience of public sector accountability and be able to influence at a strategic level.

To be considered for shortlisting for this position, your application will clearly evidence the following:

  • Degree qualified or significant vocational experience within commissioning and an understanding of the commissioning cycle
  • Experience of successfully working on, and delivering, multiple concurrent projects from start to finish including risks and issues management
  • Experience of co-ordinating multiple stakeholders
  • Demonstrable problem solving skills with the ability to use initiative to independently devise, develop and implement beneficial changes
  • Experience of complex data analysis and strong written report writing skills
  • Excellent communication and interpersonal skills, including facilitation and presentation skills that have influenced positive change

This role will require travel to locations that are not easily accessible by public transport.
