Programme Officer (Temp Belfast)

A well-established organisation based in Belfast, are currently seeking an experienced Programme Officer to join their team.

This is a Full-time, Temporary Position – initially for 6 months (to start immediately)

Working hours: Monday to Friday (37 hours per week)

With a salary of £34,524 - £35,712 per annum (dependent on experience)

Closing date: 5pm Thursday 5th September

Job Purpose:

To manage the mobilisation, implementation and monitoring of a portfolio of projects under the Programmes for which the company is responsible. To support the development of project applications, providing advice where appropriate. To assess applications and provide funding recommendations to the Steering Committees. Act as point of liaison with projects. To monitor and evaluate project progress and outputs in line with Letter of Offer and EU Regulations. To manage the closure of projects in line with the Letter of Offer (contractual) and member state requirements as well as EU regulations.

Essential Criteria:

  • 5 GCSEs grades A – C (including English Language and Maths) or equivalent OR leaving Certificate (Standard/Ordinary level) – 5 grades A - C (including English Language and Maths) or equivalent.
  • Experience of contributing to the operational planning process within the public, private, voluntary or community sectors.
  • Experience in drafting reports.
  • Experience in working with, understanding and interpreting financial data.
  • Experience in review of non-financial information (reports etc) and follow-up action as required.
  • Good technical skills with previous experience in IT financial systems such as spreadsheets and databases.
  • Experience in Project Management, including establishing, monitoring and verification of outputs.

Main Duties and Responsibilities:

  • To manage a portfolio of projects funded by the programmes, monitoring progress in implementation
  • To assist in the provision of a secretariat function to the steering committees.
  • To assess applications for Steering Committee, providing expert review and ensuring clear written recommendations are presented for consideration.
  • To assist in the development of programme procedures.
  • To update programme procedures and guidance for project promoters as necessary.
  • To draft contracts for projects.
  • To ensure robust monitoring of project implementation including progress and verification of project outputs.
  • Attend meetings, events and seminars to represent the SEUPB as requested.
  • To develop a network of contacts within key stakeholders.
  • To assist in implementation functions of current programmes.
  • Drafting submissions, papers and reports on major themes/areas of discussion as directed.
  • Preparing governance papers and reports for presentation.
  • Visit and monitor projects on site and via an electronic management system.
  • Oversee the work of Support Staff.
  • Update staff and programme leaders on legislative changes and change and update procedural instructions accordingly.
  • Ensure that all staff adheres to the legislative requirements of the Body and follow all policy issued by the Human Resources Department.
  • Liaise with the Personnel Officer to co-ordinate the planning, arranging and recording of training for staff.
  • Carry out staff appraisals in liaison with the Personnel Officer.
  • Liaise with the public and key community and business figures as necessary.
