What is the role about?

The core purpose of the Policy and Research Manager role is to develop policy and research work across a wide range of public service areas, from employment support to road safety. You will use your research, policy and stakeholder relationship skills to generate evidence-based insights to help Reed in Partnership to inform and influence policy makers, build its reputation and continually improve our services for the millions of individuals that Reed supports.

You will be based in a fast-paced business development team and will support the team and wider organisation to understand key issues and policy developments in new sectors. You will have the opportunity to collaborate with our staff around the UK and service participants on research. You will manage longer-term research projects and produce articles and reports for publication. You will spend a lot of time at external events and developing stakeholder relationships.

Just some of your day-to-day responsibilities will include:

  • Keep the organisation up to speed with policy and research in a wide range of sectors.
  • Work with the Head of Policy and Research to lead or collaborate on the design and delivery of a range of policy research products, from briefings for board members to longer-term projects, with a strong focus on learning from frontline services and their participants.
  • Produce research and insight to support our policy and public affairs influencing, for example by drafting select committee or government consultation responses.
  • Build and maintain relationships with sector experts, membership bodies, think tanks and government at all levels, contributing to events and external projects.
  • Lead or take part in cross-team projects that focus on driving both policy and practical change on topics of importance to the people we serve, for example childcare, housing or debt.
  • Contribute to the wider business development team e.g. through providing research input/policy insight into specific bids for new services or supporting on research skills.

Essential criteria

  • Demonstratable knowledge of and enthusiasm for public policy, particularly public services.
  • Excellent analysis and research skills.
  • Experience of working in a policy, government, public affairs or research role and an understanding of how central/regional/local government works.
  • Ability to think flexibly and creatively to analyse and devise policy solutions that work in practice.
  • Strong interpersonal skills, with the ability to build relationships with people at all levels of an organisation, both internally and externally.
  • Excellent project and time management skills.
  • Great writing skills and experience of writing for publication and for different audiences.
  • Able to present complex information verbally in a clear and engaging way.
  • Happy working in a work in a fast-paced business environment with a need to manage competing priorities.
  • Able to quickly get up to speed rapidly with new topics or sectors.

  • Relevant graduate level qualification or equivalent experience.

Desirable criteria

  • In-depth knowledge of one or more of the following topics: labour market/employment, health or disability, environment, skills or assessment, devolution, careers advice or justice.
  • Strong research skills in a particular area, e.g. co-production of research with participants, working with large datasets, data visualisation, etc.
