Engineering Delivery Team Leader

Connect2Luton are excited to recruit an Engineering Delivery Team Leader on behalf of Luton Borough Council.

Main purpose of position:

Is to support the Asset and Engineering Manager in providing an integrated approach to the project management, contract administration and delivery of schemes arising primarily from the following areas; traffic engineering, traffic signals and public lighting and civil engineering and similar or related projects of any nature whether for the Council or any other body in the public or private sector.

The Engineering Delivery Team Leader will provide relevant input in the review and updating of Council Strategies and Policies associated with the Local Transport Plan.

The post holder will lead in the development of an integrated strategy for long term structural maintenance of highways in Luton.

The post holder will have a lead role in the development of the Council's Integrated Transport capital programme.

As a Engineering Team Leader, you will be responsible to:

  • Lead and manage the traffic engineering, civil engineering public lighting and traffic signals and functions to ensure that the aims and performance standards are met within legislation and in accordance with departmental and Council objectives and standards, within budgetary limits.
  • Assist in the preparation, monitoring, financial and administrative control of the Highways Services work programmes. Assist in the preparation and submission of bids for external funding and in the preparation of policies and strategies e.g. the Local Transport Plan.
  • Provide an accurate and responsive service to other Council departments, officers, and external parties.
  • Responsible for the management, development, performance and resources of Engineers, Technicians and Trainees.
  • Prepare contract documentation to allow the procurement of goods and services in accordance with Standing Orders and Financial Regulations.
  • Respond to correspondence/enquires, attend site visits and meetings with Members of Parliament, Councillors, consultants, partnership organisations, the public and interest groups. Preparation of documents/plans and provision of data as necessary.
  • Represent the Department and Council at local, regional and national level, as required.
  • Attend meetings and undertake site visits
  • Convene, chair meetings and produce minutes relating to the principal responsibilities of this post. Deputise for the Asset Management Team Leader as required.

Skills and Experience:

  • Extensive experience in traffic engineering, civil engineering, public lighting and traffic signals engineering
  • Substantial experience of project management
  • In-depth experience of budget monitoring and forecasting and successful bidding for external funding
  • Substantial communications skills
  • Consult and negotiate with others, both internal and external to Council
  • Present and explain complex issues to target audiences of various types and abilities through presentation and written reports
  • Able to use word-processors, database and spreadsheet packages to generate reports and graphical information including specialist traffic and road safety applications
  • Able to lead and motivate a small team to achieve agreed objectives
  • Demonstrable knowledge of legislation, guidelines and best practice in relation to all aspects of highway maintenance, asset management, drainage, public lighting and traffic signals and highway structures
  • Highway engineering qualification, such as degree/HNC in civil engineering, or equivalent
  • Able to visit many sites throughout and outside the Borough on a daily basis
