Group Manager - Financial Services Deputy Section 151

Macildowie are delighted to be partnering with Blaby District Council in the appointment of a new Group Manager - Financial Services (Deputy Section 151 Officer).

Blaby District Council is situated to the South of Leicester in the East Midlands and offers a wonderful mix of leisure, nature and culture to their residents of c100,000. It has been named the fifth-happiest location in the UK following the Office of National Statistics' Annual Happiness Study, and is ranked second in Leicestershire for well-being.

The Council has launched their new Local Plan focusing on the development and growth of the region and have a number of exciting initiatives currently in progress in the District.

Due to a recent retirement, Blaby are now seeking to appoint a new Group Manager - Financial Services to lead the finance team, of three direct reports and wider team, to take responsibility for finance, recovery, fraud, council tax and benefits.

As part of the Senior Leadership Team you will promote a positive, ambitious, high-performing environment and foster a culture of continuous improvement, working with budget holders across the authority to educate and provide financial support, guidance and advice to support the continued improvement of service levels.

Your key duties and responsibilities will include, but not limited to:

  • Leading a group of services and Service Managers - setting direction, establishing priorities, building capacity, maintaining focus, and delivering value for money and continuous improvement.
  • Providing strategic leadership to the Finance function, delivering high-quality business partnering and financial planning; council tax, business rates and benefits; income collection and fraud; and risk management.
  • Ensuring there are effective systems of internal control and assist with the Council's risk management protocol.
  • Supporting and embedding the Council's transformational priorities including commercial opportunities to make the Council more financially resilient.
  • Managing assigned budgets and resources and secure efficiency gains.
  • To provide financial support to areas of the Council working in partnership with other agencies to develop and deliver efficiencies and service improvements.
  • Producing and delivering the Council's Medium Term Financial Strategy.
  • Overall responsibility for the production and publication of the Council's annual accounts in line with legislative requirements and the CIPFA Code of Practice.
  • Overseeing the Revenue & Benefits and Income & Collection departments to ensure resources are utilised effectively to retain collection rates and all customers are dealt with in a timely manner.
  • Take responsibility for the accuracy and integrity of the Financial Management Systems
  • Managing, leading and delivering key corporate and service-related projects to ensure they meet strategic objectives.
  • Providing support and financial advice to elected members.
  • Deputising for the Council's Section 151 Officer as appropriate.
  • Engaging in Strategic Partnerships and associated forums to support delivery of the Council's priorities, as set out in the Blaby District Plan.

This successful candidate will have a wealth of experience gained within the finance function, ideally within a District or Borough Council, although candidates who can demonstrate high levels of technical finance and an affinity or desire to work within a local authority will also be considered.

You will ideally be a qualified accountant (CIPFA, ACCA, ACA OR CIMA) but if you are a highly experienced local authority finance professional who is qualified by experience then we would still be keen to speak with you. A non-negotiable is that you will be a pro-active, confident and engaging business partner who is willing to lead the team and work collaboratively across the authority to improve service levels, fostering a high-performance culture.

You will be rewarded with an attractive salary (£64,881 - £77,979) and benefits package including access to the Local Government Pension Scheme and hybrid working - there is an expectation that you will be in the Council offices in Narborough for 2-3 days per week.
