22.5 hours per week.

Job Description:

To run a responsive housing complaints service and ensure that enquiries from tenants and partners are correctly logged, distributed and progressed within timescales laid down in the service standards.

Respond to requests for service in relation to matters dealt with by the team. Carry out investigations to ensure that, where applicable, housing defects are abated through informal or statutory action.

Develop and produce performance monitoring data in conjunction with the Private Sector Housing Manager.

Ensure the statutory obligations of the Council in dealing with housing complaints, Houses in Multiple Occupation and empty homes are acted upon using intelligence led targeted enforcement. This includes HMO licences and conditions, statutory notices and enforcement.

Proactively monitoring landlords and working with Planning colleagues to resolve issues. Lead discussions with Legal Services to take appropriate cases to Court and Tribunals.

The post holder will have delegated enforcement powers to serve statutory notices, carry out formal interviews under Police and Criminal Evidence Act procedures, collation of evidence and attendance in Courts of Law and Tribunals to enforce the legislation. This will include investigation, questioning and the preparation of reports, letters, witness statements and formal evidence.

Take a lead role in enforcement and effectively manage a personal case load of the most serious and complex housing related complaints affecting the health, safety and well-being of tenants in the private rented sector.

Take responsibility for the investigation and enforcement of alleged harassment and illegal eviction.

Take enforcement responsibility for the most complex cases involving bringing Empty Homes back into use.

Assess, monitor, prioritise and review cases to ensure that the most effective means are employed to implement solutions and resolve cases. Respond to requests for service from residents, elected members and partners, and build effective relationships with colleagues within the Council.

Maintain up to date and accurate manual and electronic data records as necessary to ensure effective case management.

To lead, manage and support the team including one to one's, appraisals, team meetings and quality control checks.

Ensure the team is aware of new legislation, guidance and current research in the sector which impacts upon the strategic direction and importance of the service. Responsible for the enforcement policy of the team in liaison with other colleagues in the Council in line with government guidance and statutory instruments.

Take responsibility for research and policy development in relation to key objectives included in the Housing Strategy, Empty Homes Strategy and Action Plan. Represent the Council at both national and regional bodies including the West Midlands Housing Enforcement Group and Empty Property Officers Group.

Attend and present key messages to the Landlord Steering Group and forums to ensure the Council works in partnership with other councils and key housing providers of accommodation in the private rented sector.
