Job Title: Health & Safety Support Officer (Part-Time)

Type: Temporary ongoing project (3 months, likely to be extended)

Pay Rate: £25.64 per hour (£50,000 FTE)

Working Hours: 3 days per week, 9:00 am to 5:00 pm (flexible days between Monday and Friday)

Hybrid Working: 2 days in the office, 1 day from home (free on-site car parking)

Location: Cirencester

Main Responsibilities:

  • Act as the lead officer for health and safety advice and support for Publica and partner Councils.
  • Promote a safety-conscious culture across all service areas.
  • Provide advice and guidance to managers and staff to meet health and safety obligations.
  • Ensure compliance with legislative requirements to protect employees and customers using Council premises and services.
  • Contribute to the development, coordination, and implementation of health and safety policies and procedures.
  • Lead project work to enhance health and safety compliance across Publica and partner Councils.

Qualifications:

  • NEBOSH Diploma or NVQ Level 6 in Occupational Health and Safety (or recognized equivalent) meeting IOSH corporate membership requirements.
  • Consideration for candidates holding NEBOSH National General Certificate (NVQ 4) willing to work towards the Diploma.
  • Evidence of continuing professional development (CPD) through training, research-based practice, and knowledge expansion.

Experience Required:

  • Substantial post-qualification experience in a health and safety advisory capacity.
  • Delivery of health and safety training.
  • Leadership in health and safety compliance within an organization.
  • Project management with practical outcomes.
  • Local authority or multidisciplinary organization experience.
  • Policy development and implementation.
  • Collaboration within a team and with stakeholders.
  • Continuous improvement initiatives.
  • Ability to remain calm and confident in challenging environments.
  • Complex issue resolution through negotiation.
  • Ownership of caseload and adaptive planning.
  • Demonstrated commitment and resilience.
  • Independent work under pressure and tight deadlines.
  • Excellent written and verbal communication skills.
  • Competence in using various technology and software packages, including Microsoft tools.
