General Manager - Bloom Heathrow London

Purpose of the Role

Bloom Heathrow London is a high quality office park set in 19.3 acres in the heart of Feltham. The Estate is currently going through a process of renewal and the successful candidate will have an exciting opportunity to identify opportunities and to support the renewal program.

The role of General Manager is exciting opportunity to continue to influence the future of the estate and to implement ideas to enhancing our service delivery. The candidate will adopt a ‘One Team' approach, ensuring that the site team and our trusted service partners work together to deliver a seamless customer journey whilst building and maintaining a wide range of internal and external stakeholder relationships on behalf of the client.

The successful candidate will perform and promote others to deliver exceptional customer service and creating a lasting impression.

The role will be responsible for managing the site, contractor and team performance, identifying barriers to delivery, finding solutions and constantly striving to enhance and support healthy, productive and impactful relationships across the estate.

You will communicate brilliantly in written and verbal forms, be skilled at resolving problems using people as your primary resource, enjoy building and nurturing relationships and help others less skilled than you to do the same.

Key Responsibilities

Relationships:

(a) Reports to: SMR RFM and Savills Management Surveyor

(b) Responsible for: All operations including hard and soft services, health and safety, Estate security, relations with the third party placemaking team and Estate occupiers.

Main Duties

  • To lead and inspire a multi-disciplined onsite and trusted service partner team with a key focus on delivering customer and stakeholder value that are fully aligned to business and strategic objectives.
  • Close liaison with Estate occupiers, local authorities, service providers and key internal and external stakeholders including the client.
  • Overall responsibility for Health & Safety and Environmental Management, emergency and business continuity plans
  • Service charge budgeting and management of expenditure
  • Responsible for financial compliance with all procurement, purchasing and expenditure policies
  • Deliver operational excellence.
  • Attend all management and client meetings and other meetings as required or requested including preparing reports, minutes and managing action outcomes

Safety & Security

  • Ensure that the day-to-day running of the Estate is carried out effectively and efficiently, that the personnel working for the Estate are discharging their duties and provide assistance where necessary.
  • Ensure that all personnel complete duties to the highest standard and are well presented.
  • Ensure service areas are maintained in a clean, tidy and secure condition and vehicular traffic access in these areas is controlled.
  • Ensure all accidents and near misses are recorded and serious incidents that occur are comprehensively investigated and reported.
  • Attend all serious incidents within the Estate.
  • Control and re-order first aid kit supplies ensuring that there are sufficient staff on site to administer first aid, as and when needed.
  • Ensure that fire and health and safety regulations are adhered to in all parts of the Estate by inspection, checking the signs, advising on defects, improvements required, etc.
  • Monitor and maintain Health and Safety Records in accordance with the frequency required by the site Health and Safety manual.
  • Walk the public areas on a regular basis throughout the week checking on cleanliness, maintenance, landscaping etc.
  • Ensure compliance with all statutory requirements and codes of practice, health and safety requirements.
  • Maintain overall control of the security operations, paying particular regards to incident response and customer care.
  • Liaise with tenants and the Police in all matters of security affecting the Estate, tenants, public safety and security.
  • Ensure that all insurance risk control requirements and, where appropriate, recommendations, are undertaken.
  • Ensure that daily checks are undertaken of the public areas within the Estate and that all necessary remedial works are undertaken within a reasonable time period. Where remedial works are required immediately, the area in question must be cordoned off and made safe for all visitors, tenants, etc.
  • Ensure that all health and safety and insurance details are updated and kept on site in respect of the retained contractors.
  • Ensure that Health and Safety policy is complied with at all times.

Operations

  • Maintaining the Estate to the highest standard at all times and actively promoting the Estate within the local community
  • Supervise service contracts and ensuring up-to-date and accurate records of all work carried out by outside contractors are maintained.
  • Collate and check all routine invoices and approve within agreed limits and issue purchase orders for routine and non-routine expenditure.
  • Ensuring that all plant and machinery are fully maintained and that all health and safety details of the contractors are available on site.
  • Ensuring that the agreed specification for each contractor is adhered to and obtain review method statements
  • Considering and reporting all items of repair, improvement and replacement to the RFM and Surveyor
  • Ownership of Bloom Heathrow's Sustainability Action Plan for the Estate common parts including co-operation with occupiers and stakeholders
  • Implement Savills RISE standards to achieve accreditation for Bloom Heathrow London
  • Developing and maintaining good relationships and partnerships with various authorities and local agencies for the benefit of the site including; Local authority, Police, Fire brigade, Public transport providers, Highways and Environment Agency

Communications;

  • Build and maintain excellent relationships with all occupiers on site and facilitate inter-business communication through regular occupier meetings and one-on-one conversations.
  • Ensure that occupier meetings are undertaken on a regular basis of no less than 6 monthly or as required by occupiers.
  • Identify opportunities for further co-operation between occupiers to support estate ESG objectives.
  • Liaison with management team and on-site staff
  • Represent Bloom Heathrow London in the local community and with key community stakeholders.
