Strategic Asset Manager

As the Strategic Asset Manager, you will deliver a robust, active asset management service across the organisation's property asset base offering options that respond to the strategic and corporate objectives of the group, maximising efficiencies through planning and cost-effective delivery of planned and cyclical works programmes.

Description

The key responsibilities as the Strategic Asset Manager are as follows:

  • Develop and maintain a comprehensive record and assessment of the performance of all property assets maximising return on investment to include financial, social, and environmental aspects.
  • Oversee the development of a grading system of assets to inform an active asset management approach to decisions on the redevelopment, investment, change of tenure, new provision, and disposals.
  • Develop and manage the Asset Management Database and ensure that the maintenance of stock condition data is in line with Regulatory requirements.
  • Ensure data is validated, refined, and updated on an ongoing basis through establishing and managing the survey programme and accurately maintaining data on the asset management system to enable the development of long-term investment plans.
  • Liaise with colleagues across the organisation taking responsibility for the development and ongoing evolution of a 5-to-10-year detailed investment programme to support efficient and effective delivery of works and consider how investment planning can address property issues including Damp and Mould.
  • Assist the Head of Service with the strategic planning and development of the service, delivering change management, cultural change and on-going reviews of service development working closely with colleagues across the business to establish and support the 'golden thread' approach required.
  • Lead on the implementation of the Asset Management Strategy, being accountable and responsible for establishing, implementing, reviewing, and revising plans which translate strategy and priorities into investment plans and delivery. Making presentations as required to internal and external stakeholders.
  • Develop and deliver strategies which ensure that the quality of service delivered to our defined customer groups with their diverse needs is effectively monitored, to build on successes and address any areas for improvement based on agreed targets and tolerance levels.
  • Produce and present reports as required.
  • Create, seek approval for, and refresh an ongoing suite of robust and relevant Strategic Asset Management Policies and Procedures to provide the necessary assurance to the Board and Regulators.
  • Maintain an understanding of local market, the long-term performance of the overall portfolio and the investment needs of each individual property to meet the objectives to unlock potential, build capacity and release resources.
  • Ensure that decisions and recommendations related to asset management are considered within a robust risk assessment framework and recorded as appropriate within the organisation's risk management framework.
  • Ensure that through the delivery of investment programmes and ongoing maintenance all assets meet the Decent Homes Standard, regulatory and legislative requirements.

  • A thorough understanding of property investment and whole assets planning linked to robust business planning.
  • Significant experience of managing Asset Management Databases and the analysis of stock condition data.
  • Knowledge and experience of developing complex investment programmes.
  • Experience of leading a team and being able to motivate.
  • Competent decision maker.
  • Leader of change management and cultural change through leading by example.
  • Proven ability to communicate and negotiate effective delivery with stakeholders, through reports and presentations.
  • The ability to go to site and to the office in London on a regular basis and when required
  • Significant experience of taking strategic information and translating into project specific operational requirements.
  • Demonstrable experience of project management.
  • Ability to provide creative and innovative solutions in a changing Asset Management environment.
  • Proven experience of accurate reporting at management/Board level.
  • Relevant professional qualification in a property related field such as building Services, building Surveying or through the Chartered Institute of Building and / or five years' relevant experience in property management.
  • Evidence of continuing professional and managerial development.
