Senior Finance Manager (VAT and Exchequer Services) required to join an ever growing not for profit organisation on a permanent full-time basis. My client is looking for an experienced Senior Finance Manager in VAT & Exchequer Services to join their dynamic and fast-moving finance function with the opportunity for hybrid-working.

As the Senior Finance Manager you will provide strategic support as part of the Corporate and Technical Finance team working to the Principal Accountant, alongside other duties below:

Key responsibilities of the Senior Finance Manager (VAT and Exchequer Services)

  • Manage all aspects of VAT and other non-payroll related taxation and tax planning with the objective of minimising the authority's tax liability and the financial risks associated with potential liabilities.
  • Support the Head of Finance and Principal Accountant by identifying, advising on, and managing the taxation (VAT) aspects of high-level initiatives and projects undertaken
  • Provide VAT opinion for all schemes within the organisations Capital Programme at the approval to spend stage of a scheme within the capital budget including the option to tax process.
  • Responsible for all taxation calculations, ensuring government returns are submitted on time.
  • Keep up to date with any legislative changes relating to VAT and non-payroll taxation including consultation, guidance or regulation impacting on the organisation and other relevant external bodies and ensure that the implications are understood and effective implementation arrangements are in place.
  • Provide support and solutions to queries relating to VAT and non-payroll taxation as and when they arise.
  • Develop, implement and monitor the use of effective systems and procedures which deliver high-quality levels of financial performance.
  • Develop, design and review VAT procedures and systems and written procedure manuals in order to maximise productivity and quality of output ensuring that organisational needs are identified and met.
  • Lead the Exchequer Services team, with managerial responsibility for the Exchequer Manager.
  • Lead on collaborative working with other system users to ensure processes and procedures are being followed by all users.
  • Support senior management in preparations for Single Settlement, by managing exchequer and taxation processes as the organisation evolves, working with teams across the organisation to make sure these services continue to be fit for purpose.
  • Regularly report Key Performance Indicators to Heads of Finance, investigating and rectifying issues of non-compliance and providing recommendations for improvements.
  • Participate in co-working and problem solving through a multidisciplinary approach to corporate and departmental service delivery.
  • Advise and support other areas of the organisation on taxation issues and impact on ledger
  • Deputise for the Head of Finance and Principal Accountant in their absence including attendance at meetings and undertaking staff management as required.
  • Plan, monitor and manage the work of the team, providing clear work plans and development plans, and ensure the appropriate training and support is provided.
  • Participate in continuous professional development activities

Required skills and experience of the Senior Finance Manager (VAT and Exchequer Services)

  • AAT Qualified or part qualified CCAB/CIMA Accountant or equivalent level of experience within the taxation profession
  • Knowledge of VAT and the way it applies to public sector
  • An ability to communicate with a wide range of people at all levels within the organisation, and partner organisations, with the skills to enable non finance people to understand complex financial issues using a variety of methods, including both oral and written communication in a clear, concise, accessible and effective manner.
  • Ability to effectively plan and prioritise workload within deadlines and to agreed standards. Ability to maintain focus and objectivity whilst having competing deadlines.
  • Relevant management experience, which should include motivation skills, leading and directing a team. Excellent team working skills and self-confidence with a proven ability to assist in maximising the effectiveness of a team.
  • Appropriate skills to rapidly identify problems, identify appropriate solutions and implement the necessary actions to resolve the problem.
  • Ability to use multiple applications, systems and associated software packages. Highly developed database and spreadsheet skills necessary to support analysis and decision making processes.
