Assistant Engineer Statutory Approvals - Development Role (ID2791)

Qualification -

If you are not applying for this role as a development role (the development role starts at Grade 6), you would, as a Grade 7, be expected to:

- Hold an undergraduate degree in a relevant transportation or engineering discipline
- Or hold a HNC / HND in Engineering or relevant equivalent

Driving Licence – you must always hold a full valid driving licence

Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.

The salary of the role is Grade 7 £34,834 to £38,223 (bar at £37,336) - however, we are willing to accept candidates who have limited experience or who will need to study for the relevant qualification. For the duration of the development plan, you will be paid Grade 6 £30,825 to £33,945 (bar at £33,024).

The Team

The Statutory Approvals Highways team are an expanding team within the Highways Service at Manchester City Council. The team helps to lead an innovative, forward thinking technical consultancy function for the assigned service area, ensuring that solutions are delivered in line with customer and legislative requirements in relation to Section 38 and Section 278 of the Highways Act 1980.

The team are responsible for a diverse and challenging work programme, so you can expect to get involved in assisting with work that contribute to the areas below:

  • Providing technical advice and expertise to developers and planners in designing appropriate highway schemes based on current design guidance in relation to Section 38 and Section 278 of the Highways Act 1980 and to ensure all developments which affect the highway infrastructure are to a high standard.
  • Ensuring that permitted development is controlled in a fashion which complements the existing infrastructure and minimises impact on services in the area while working toward a Safe and Sustainable highway network.
  • Using Highway Design experience including aspects of drainage design including SuDS, to provide a more sustainable highway network for future generations.
  • Providing technical advice on kerbing, road & footway surfacing and construction phasing including site supervision.
  • Providing advice in relation to Stopping Up Orders to Section 247 & 257 of the Town and Country Planning Act 1990 and S116 of the Highways Act 1980.

The Role

This is an excellent development opportunity for Highway Engineers/Officers to join our team and play a role in some of the most exciting and prestigious development projects across Manchester. The candidate will have Highway Engineering experience including knowledge of the design and implementation of highways schemes, in order to provide assistance in advising planners and developers on technical detail and material specification.

This role is a development role. This means that you will begin on a Grade 6 and Manchester City Council will support you in gaining the necessary qualifications whilst working for us. Once you have successfully gained your qualification, (working towards this qualification is determined as the development period), your grade will be increase to grade 7.

If you have already secured the necessary qualifications, you will start at level Grade 7.

You will take a role within a team of expert engineers and technicians, and work closely with colleagues from various disciplines to assist in the delivery of technically excellent, highways schemes.

About the Candidate

You will have technical qualifications and a portfolio of experience demonstrating your quality and client focussed approach, will have consistently demonstrated your ability to work as part of a team managing multiple projects, be willing to develop your skills as an engineer, provide team cover when required and have a passion for creative and intuitive design.

You will be supported by MCC in obtaining your HNC/HND in engineering. During this period, you will be on a Grade 6 development role. Once you have successfully obtained your qualification, you will rise to Grade 7.
