We are seeking an Inspection & Enforcement Officer to ensure that highway inspections are conducted timely as defined in the Code of Practice. This role involves enforcing the Highway Act and addressing environmental issues related to the highway, maintaining the integrity of the highway boundary, and responding effectively to related challenges.

Day-to-day of the role:

  • Conduct condition inspections of public highways in accordance with local arrangements, timeframes, and policy requirements.
  • Deal with customer enquiries and enforcement issues, ensuring that identified protocols are followed, keeping records to track enquiries and complaints, and complying with performance targets.
  • Record all condition surveys through Confirm, ensuring accurate details are recorded about traffic management and known risks associated with the job or fix requested.
  • Provide support and advice regarding the Highways Act and Environmental Protection Act.
  • Highlight and prioritise defect areas where road deterioration requires further action.
  • Assist in the preparation and maintenance of up-to-date and accurate Highways records.
  • Ensure assets are recorded accurately during the inspection regime.
  • Support the insurance section as required, and represent the authority in court proceedings to defend any claims made against it.
  • Understand the political roles of districts, parishes, and their responsibilities.
  • Ensure compliance with the Construction (Design & Management) Regulations 2015 (CDM) to secure health and safety on all projects.

Required Skills & Qualifications:

  • Experience in highway inspection and enforcement.
  • Knowledge of the Highways Act, Environmental Protection Act, and related legislation.
  • Ability to manage and record detailed information accurately.
  • Strong communication skills to deal with public enquiries and represent the authority in legal proceedings.
  • Ability to work independently and as part of a team.
