Staff Officer Accoutant

Your new role

The key responsibilities of the role are:
DE Resource Accounts PreparationThe SO Accountant is responsible for assisting in the preparation of the annual DE Resource Accounts, ensuring that these are completed accurately and in accordance with the relevant reporting timeframes.
Duties include:

  • Month end (review of accruals and prepayments; processing of fixed asset addition forms; and reconciliation of multiple control accounts);
  • Carry out the annual fixed asset verification exercise;
  • Preparation of the DE Core and Group Remuneration Report;
  • Preparation/review of the monthly DE VAT return;
  • Preparation of the DE Consolidated accounts (completion of consolidation packs based on NDPB draft accounts; preparing and processing consolidation adjustments).

Review of Financial Process (RoFP) The SO Accountant is responsible for assisting with the effective implementation of RoFP including:

  • On an annual basis, review the Department's approach to consolidating the VG and GMI schools into the Group accounts to ensure that this approach remains consistent and appropriate;
  • Assist the DP Accountant/Grade 7 Accountant with issues arising out RoFP such as the classification of VG and GMI schools as NDPB's.

Whole of Government AccountsThe SO Accountant is responsible for the preparation of the WGA for DE ensuring that these are completed accurately and in accordance with the relevant reporting timeframes.
Duties include:

  • Liaising with NDPBs and disseminating relevant WGA guidance;
  • Along with the DP Accountant representing DE at meetings of the WGA Working Group;
  • Identification and agreement of WGA balances and transactions with counterparties;
  • Preparation of the DE WGA information to be inputted into OSCAR II reporting system;
  • Preparation of the WGA Management Review checklist;
  • Facilitate the audit of the WGA by the NI Audit Office.

Budget Setting and Monitoring The SO Accountant is responsible for monitoring the FRT GAE budget and the Departmental Depreciation/Impairment budget.

  • On a monthly basis, forecast and monitor the FRT GAE budget and DE depreciation/impairment budget;
  • Collate, review and prepare the department's impairment budget for all AME exercises throughout the year;
  • Timely preparation of reduced requirement/pressure forms.

Provision of accounting advice The SO Accountant will:

  • Review, assess and communicate the departmental impact of exposure drafts;
  • Review, assess and communicate the departmental impact and NDPB impact of any changes in accounting guidance;
  • Provide accounting guidance for business areas, including NDPB's as required.

NDPB Annual Accounts The SO Accountant will:

  • Arrange the laying or presenting of NDPB accounts where the Department has responsibility;
  • Monitor the progress of NDPB accounts preparation, certification and laying.

Youth Council for NI Accounts The SO Accountant will prepare accurate and timely accounts for the Youth Council (NB: the Youth Council is not currently operational and therefore accounts have not been prepared for a number of years pending a decision on the future of the organisation).
HMRC Risk Assessment The SO Accountant will:

  • Provide advice to DE Teams on VAT and CIS issues;
  • Prepare and submit the monthly DE VAT and CIS returns to HMRC;
  • Monitor notifications received from the Trader Support System and submit Customs Declarations for any goods that DE has brought into NI from GB;
  • Assist DP Accountant with on-going VAT issues relating to DE and its NDPBs.

General Duties

  • Manage 1 member of staff;
  • Provide input to Assembly Question's and Freedom of Information requests as required; and
  • Comply with health & safety, data protection and information security requirements set out in the current NICS policy and guidelines; and
  • Other ad hoc duties as deemed appropriate.

What you'll need to succeed

  • Applicants must be either going to be qualified in the next 6 months or a fully qualified accountant, having successfully completed the professional examinations, and be a full Member of one of the following bodies:
  • Chartered Accountants Ireland;
  • The Institute of Chartered Accountants in Scotland;
  • The Institute of Chartered Accountants in England and Wales;
  • The Chartered Institute of Management Accountants;
  • The Association of Chartered Certified Accountants;
  • The Chartered Institute of Public Finance and Accountancy
  • The Institute of Certified Public Accountants in Ireland.

AND Must have one year's experience gained in the last five years, in a finance related environment.
