Role: Finance Manager - Capital
Location: London, Remote Working (1-2 times a month in the office)
Duration: 6 months minimum
Day rate: £600 per day (Inside IR35)
Experienced Capital Finance Manager sought for a public sector organisation based in London, on an interim basis to assist the organisation through an exciting period of change to an area within the business. The candidate will be experienced in developing capital accounts, balance sheets and Year End Accounts, for Local Authorities and can deliver a wide range of improvements at one time. You will work closely with the senior management team across the course of the contract.
The Capital Finance Manager will be responsible for:
- Contributing to the management of the Capital Programme, including large schemes in areas such as Education and Housing
- Being responsible for the Council's capital accounting, ensuring that capital and balance sheet resources are used optimally
- Keeping up to date with legislative changes relating to local government finance
- Leading the production of quarterly management reports, in particular relating to fixed assets and the Capital Programme
- Being a key liaison to external auditors on all elements of technical capital accounting as part of our Statutory Accounts Process
- Keeping up to date with legislative changes relating to local government finance
- In additional you will be the lead finance expert for several strategic initiatives and programme boards.
Essential Skills for the Capital Finance Manager the role:
- Qualified Accountant (CA/ACCA/CIMA or equivalent) with some post qualification experience in a similar role with a similar level of responsibility
- Recent Local Authority sector experience
- Strong analytical and numerical skills; you'll be able to work carefully and methodically with an attention to detail, but with commitment to deadlines
- Must be pro-active and a self-starter who can take the initiative, come up with ideas and be able to turn these in to workable solutions
- Strong communication skills (written and verbal)
- Ability to manage and prioritise workload whilst maintaining clear oversight of programme objectives
- Experience in stakeholder management on complex/sensitive programmes, and has credibility and impact with peers and leaders.
