Role Summary: We are seeking a highly motivated and experienced Housing Compliance and Building Safety Manager to join our Housing Property Service team. This role involves overseeing the compliance and safety of our housing asset portfolio, ensuring adherence to statutory regulations and best practices. The successful candidate will manage a team of compliance officers and surveyors, focusing on areas such as gas safety, electrical safety, water safety, asbestos, fire safety, damp and mould, and lift maintenance. Key Responsibilities: Fire Safety Accountability: Serve as the accountable person for fire safety under the Building Safety Act 2022. Team Management: Lead a team of compliance officers and surveyors, ensuring high standards of performance, training, and professional development. Policy Implementation: Develop and implement practices, processes, procedures, and policies related to housing compliance, ensuring they meet legal requirements and reflect best practices. Quality Assurance: Oversee quality assurance inspections and ensure compliance issues are addressed promptly and effectively. Reporting and Analysis: Produce reports and briefings for senior management, tenant representatives, and other stakeholders, providing analytical data and business plans. Professional Competence: Maintain a high level of professional knowledge and understanding of regulatory practices related to compliance areas. Stakeholder Engagement: Develop strong working relationships with various stakeholders and ensure effective communication and collaboration. Essential Qualifications and Experience: A relevant professional qualification such as CIOB, NEBOSH, Institute of Asset Management, IOSH, or equivalent experience in Health & Safety. Extensive knowledge of professional regulations related to compliance areas such as Asbestos, Fire Risk, Legionella, Gas and Electricity Safety, and Lifts. Proven experience in managing staff, including performance management and training. Strong ability to interpret and implement legislation through strategic policies and procedures. Excellent communication skills, with the ability to produce well-structured reports and briefings. Strong problem-solving and decision-making skills, with the ability to manage complex issues and risks effectively. Your new role Reporting to the Property Assets Manager, you will have responsibility for the delivery of a comprehensive capital investment and housing stock programme to support the objectives of the Asset Management Strategy. You will procure, and project manage capital works schemes in accordance with best practice and legislative and regulatory requirements and will be responsible for ensuring the promotion of an excellent customer focused service to the organisation's service. You will also be supervising a team of Technical Programme Officers. Relevant experience should include: Project & contract management of capital works programmes. Managing budgets. CDM requirements. Contract admin. Asbestos and adaptations. Acquisitions. Asset management. Procuring construction services and works contracts. Experience of delivering significant scale maintenance investment projects to quality standards, on time and within budget. What you'll need to succeed To be considered for this position, you must possess: A relevant qualification in Building/Construction related subject or equivalent professional qualification with a minimum of 3 years post qualification relevant experience to include project/contract management. If you do not possess a qualification, you should have a minimum of 5 years relevant experience to include project/contract management. Your new role Your new role as a Pre-Construction Manager for this business would be to oversee the day to day management from tender through to completion. Job duties will include but not be limited to: Input to project pre-construction activity, reporting as necessary on progress. Undertake site/project surveys and make priced proposals (with the aid of specialists and estimators, as necessary). Organise R&D surveys and other statutory works as directed. Supervise working parties and directly engaged labour workforce, ensuring appropriate specifications, materials and standards are met. Facilitate and collate information applications where required. Undertake regular inspections and monitor works. Ensuring all project opportunities are assessed for logistics and planning works around safety risks and priced accordingly. What you'll need to succeed In-depth understanding of best practices in construction management, including Possession of a relevant safety qualification (e.g., IOSH Managing Safely). Demonstrated experience in a similar role within the construction and refurb sector. Relevant degree HNC/HND and or CIOB. Full driving licence and CSCS card is also required. Able to take the lead with client interfaces and manage project delivery on technical and business aspects of team output.
