Programme Director - Strategic Regeneration Partnership

We are working with Wakefield Council to find an Programme Director on an interim basis.

Umbrella Day Rate: £750 - £900 per day. Please let me know your expectations.
Location: Wakefield City Centre. 2-3 days a week in the office.
Job Type: Full-time, Contract (12 months)
Hours: Full time.

Wakefield Council is looking for a Programme Director with extensive experience at the Director level within a local government context to lead a Strategic Regeneration Partnership (SRP) aimed at transforming the City Centre. This role is pivotal in securing a partnership that will accelerate regeneration and yield a greater return on investment, demanding expertise in land/site assembly, stakeholder management, and complex legal and procurement processes.

Day-to-Day of the Role:

- Establish and manage rigorous programme management arrangements and documentation.

- Seamlessly link ongoing programme management to existing Council arrangements.

- Provide regular reports to the Council's Corporate Management Team and Cabinet.

- Procure a developer partner within 6 months of appointment.

- Finalise Strategic Regeneration Frameworks within 12 months to drive ambitious mixed-use development.

- Play an influential role in land/site identification and assembly for a viable pipeline of developments.

- Manage stakeholders across public and private sectors and deliver a communications plan.

- Apply an expert approach to risk management, minimising and mitigating risks effectively.

- Ensure diligent financial management to maximise impact and probity of Council spend.

- Offer expert advice and support on other regeneration programmes and initiatives as required.

Required Skills & Qualifications:

- Director level experience in a fast-paced local government setting.

- Proven track record in leading large-scale regeneration projects.

- Strong understanding of the political and financial context of Local Authorities.

- In-depth knowledge of commercial realities facing the developer market. Expertise in complex legal arrangements, joint ventures, or special purpose vehicles.

- Proficient in procurement processes and compliant routes to market.

- Ability to manage high-level stakeholder relationships.
